Julian was born on 29 November 1948 in Una Hospital Shepparton. He completed his primary school education at Tatura East, formerly called Toolamba West, then Shepparton Technical School. Julian left school to work on the farm. He was called up to complete National Service in the Army at the time of the Vietnam War.
